Did you find a stray animal?

If You Found a Stray Dog

Under state law, stray dogs must be held for a mandatory stray period of 48 hours in order to provide guardians adequate time to locate their lost pets. This is best achieved by allowing municipalities to perform the function of impounding stray dogs as is required of them by law.

If you find a stray dog, you have the following options:

  1. Take the dog to the local municipality or police department where you found him/her. The majority of pet owners will first contact their municipality when looking for a lost pet.
  2. Care for the pet at your home while you look for the owner yourself. If you take this route, be certain to:
    1. Call the municipalities in the area around where you found the pet. Let them know the description of the dog, the date and location where he/she was found and if s/he was wearing a collar or has any unusual markings that might make it easier for the dog to be reunited with the owner.
    2. Have the dog scanned for a registered microchip either by your municipality, the HLLC or your local veterinarian. If the pet is chipped, contact the microchip company and provide the chip number so the company can trace the chip back to the pet’s guardian.
    3. Post flyers in the neighborhood and in very public places. Place an ad in the paper and check other posted ads for lost pets who might match the description.
    4. Post the dog’s information on the Report a Lost or Found section on this page.
  3. If you choose the second option, and the dog is not reclaimed by a guardian during the requisite 48 hour holding period, and you decide not to keep the dog, then you may contact the HLLC to assess whether we can admit the pet into our care for adoption placement.

Municipality Contact Information  (PDF)

If You Found a Stray Cat

Currently, State Law in PA requires that municipalities be responsible for stray dogs, however there is no law addressing responsibility for stray cats. Therefore, HLLC will accept stray cats from finders on a space available basis.

If you find a stray cat, you have the following options:

  1. Contact the local municipality or police department where you found him/her. The majority of pet owners will first contact their municipality when looking for a lost pet.
  2. Care for the cat at your home while you look for the owner yourself. If you take this route, be certain to:
    1. Call the municipalities in the area around where you found the pet. Let them know the description of the cat, the date and location where he/she was found and if s/he was wearing a collar or has any unusual markings that might make it easier for the cat to be reunited with the owner.
    2. Have the cat scanned for a registered microchip either by your municipality, the HLLC or your local veterinarian. If the pet is chipped, contact the microchip company and provide the chip number so the company can trace the chip back to the pet’s guardian.
    3. Post flyers in the neighborhood and in very public places, including your personal social media pages. Place an ad in the paper and check other posted ads for lost pets who might match the description.
    4. Post the cat’s information on the Report a Lost or Found Pet portion of the page.
  3. If you choose the second option, and the cat is not reclaimed by a guardian and you decide not to keep the cat, then you may contact the HLLC to assess whether we can admit the pet into our care for adoption placement.
  4. You can make an appointment to have the cat spayed or neutered and vaccinated through our Wellness Clinic. Click here to learn more about the HLLC’s Wellness Clinic.

Thank you so much for helping an animal in need. Please consider being an advocate for our community’s cats, and ask your county, state and local representatives to provide Animal Control Services for lost and stray cats.
