Did you find a stray animal?
If You Found a Stray Dog
The Humane League of Lancaster County (HLLC) does not directly admit stray dogs into its center for the following reasons:
- Guardians who have lost their pets need a central location to find them, and that is their local municipal agency.
- Under state law, stray dogs must be held for a mandatory stray period in order to provide guardians adequate time to locate their lost pets. As a no-kill humane organization the Humane League of Lancaster County must fully utilize all available shelter space to save as many lives as possible. This is best achieved by allowing municipalities to perform the function of impounding stray dogs as is required of them by law.
If you find a stray dog, you have the following options:
- Take the dog to the local municipality or police department where you found him/her. The majority of pet owners will first contact their municipality when looking for a lost pet.
- Care for the pet at your home while you look for the owner yourself. If you take this route, be certain to:
- Call the municipalities in the area around where you found the pet. Let them know the description of the dog, the date and location where he/she was found and if s/he was wearing a collar or has any unusual markings that might make it easier for the dog to be reunited with the owner.
- Have the dog scanned for a registered microchip either by your municipality, the HLLC or your local veterinarian. If the pet is chipped, contact the microchip company and provide the chip number so the company can trace the chip back to the pet’s guardian.
- Post flyers in the neighborhood and in very public places. Place an ad in the paper and check other posted ads for lost pets who might match the description.
- Post the dog’s information on the Report a Lost or Found section on this page.
- If you choose the second option, and the dog is not reclaimed by a guardian during the requisite 48 hour holding period, and you decide not to keep the dog, then you may contact the HLLC to assess whether we can admit the pet into our care for eventual adoption placement.

If You Found a Stray Cat
The community role of charitable humane organizations, such as the Humane League of Lancaster County, is to provide resources to save the lives of healthy, treatable animals, to treat animals with more compassion and understanding, and to help people become responsible pet owners. As a private, no-kill shelter, the HLLC accepts pets on a space-available basis.
Currently, State Law in PA requires that municipalities be responsible for stray dogs, however there is no law addressing responsibility for stray cats. Therefore, HLLC will accept stray cats from finders on a space available basis.

The fees are $15 per cat for the surgery, and there is no fee for Lancaster City and Lancaster Township cats thanks to a grant from PetsMart Charities. This cat showed up at my door one day in January (2013). It’s very vocal and has the most pathetic meow, as if it’s crying for help. I felt so sorry for it that I started feeding it. At first it would not stay within 20 feet of me but now it lets me pet it, but is still cautious. This is a calico cat with a very unusual face (see photos). Another unusual thing about this cat is that when it sits it hold up its right paw and keeps bending it (like in my photo). Interestingly it does not limp. I think this may have been an indoor cat because it tries to come into my home. This cat has claws and is currently living outside under my shed. It shows up for breakfast and dinner and likes to hunt in the field during the day. I can’t tell if its a male or female.
